      The colonization of Indians by non-Indian society exemplified just how lines got drawn on the land in the Pacific Northwest. It was not a clear-cut or precise process, and it was not a process that was seen the same way by all the parties involved. Policy toward Native Americans in the Pacific Northwest was an extension of the Indian policy developed at the national level by the U.S. . The British Columbia Treaty Process (BCTP) is a land claims negotiation process started in to resolve outstanding issues, including claims to un-extinguished indigenous rights, with British Columbia's First Nations.. Two treaties have been implemented under the BCTP. The Nisga'a Treaty is considered separate from the Treaty Process because those negotiations began .

      An effective Pacific Salmon Treaty is needed, how- ever, to balance changed allocations among fisheries and to balance short-term losses against the long-term gains that will be derived by conserving and rehabili- tating the Pacific Northwest salmon. Relationship to the Pacific Salmon Treaty Pacific salmon stocks subject to fisheries in both the US and Canada are managed under the provisions of the Pacific Salmon Treaty (PST). Natural stocks managed under the provisions of the PST include: (1) Puget Sound pink salmon stocks, (2) most non-ESA-listed Chinook stocks from the mid-Oregon.
